SUBJECT: California Senior Legislature/CODE 402
The California Senior Legislature is a volunteer body whose primary mission is to gather ideas for legislation at the State and Federal levels, craft the ideas into formal proposals, prioritize the proposals, present them to members of the Legislature or the Congress, and advocate for laws implementing the ideas. The CSL is primarily funded through a voluntary check off on the California State Income Tax Return – identified as the “California Fund for Senior Citizens”, (CODE 402 on your State Income Tax Form).
The CSL was founded largely through the efforts of Senator Henry Mello, who in 1980 requested the California Commission on Aging call a session of, “the Silver-Haired Legislature”. In 1982 this session became the California Senior Legislature (CSL) and Senator Mello in SCR 44 asked that this be an annual event. During the October annual session of the California Senior Legislature hearings on proposals are held in policy committees of the Senior Senate and the Senior Assembly. In 2013, 5 proposals were chaptered into law benefiting senior citizens across the Golden State.
Between its annual sessions, the work of the CSL continues with the guidance of two standing committees. The Joint Rules Committee provides for the governance of the CSL and plans the annual session. The Legislative Committee directs the presentation of proposals to the Legislature or Congress.
Senior Senators and Senior Assembly Members voluntarily represent Counties throughout California as members of the California Senior Legislature.
