SFP 9: INCOME TAX DEDUCTION: PARENT.
EXISTING FEDERAL INCOME TAX LAW ALLOWS A DEDUCTION FOR EACH PERSON A TAXPAYER CLAIMS AS A QUALIFYING RELATIVE IF CERTAIN CONDITIONS ARE MET, INCLUDING, AMONG OTHERS, THAT THE PARENT HAVE A GROSS INCOME OF LESS THAN $3,800 FOR THE TAX YEAR.
THIS MEASURE WOULD MEMORIALIZE THE CONGRESS AND THE PRESIDENT TO ENACT LEGISLATION THAT WOULD INCREASE THE GROSS INCOME THRESHOLD FOR A PARENT FROM $3,800 TO $10,000.

SFP 9: RELATING TO TAXATION
WHEREAS, CHANGES IN FUNDING OF GOVERNMENTAL PROGRAMS HAS CAUSED MANY SENIORS TO ASSUME GREATER FINANCIAL BURDEN FOR THE DIRECT CARE OF THEIR ELDERS, IN SOME CASES PROVIDING HOUSING OR FULL-TIME CARE, OR BOTH. FAMILIES CARING FOR THEIR ELDERS IS A GOOD AMERICAN VALUE, BUT IT OFTEN COMES WITH SIGNIFICANT FINANCIAL AND FAMILY HARDSHIPS; AND
WHEREAS, THE LIKELIHOOD THAT GOVERNMENT FUNDS WILL BE RESTORED TO REVIVE AND ENHANCE PROGRAMS FOR SENIORS IS POOR. SIMILAR CUTS IN STATE FUNDING RESULT IN THE RESPONSIBILITY OF SOCIAL PROGRAMS BEING TRANSFERRED TO COUNTIES AND CITIES, WHICH ARE OFTEN UNABLE TO FUND THE PROGRAMS, AND CUTS IN SENIOR PROGRAMS ARE RESULTING IN THE RESPONSIBILITY OF THOSE PROGRAMS BEING TRANSFERRED TO THE PEDESTRIAN LEVELS OF SOCIETY. FAMILIES ARE RESPONDING AND DOING THE BEST THEY CAN, BUT IF THE GOVERNMENT CANNOT PROVIDE THE PROGRAMS, THEN THE GOVERNMENT SHOULD ENCOURAGE AND SUPPORT THIS EMERGING SOCIAL RESPONSE TO THE LACK OF GOVERNMENTAL PROGRAMS BY ENACTING SMALL BUT SIGNIFICANT ADJUSTMENTS TO FEDERAL TAX LAWS FOR ADULTS FACED WITH THIS GROWING HARDSHIP; NOW, THEREFORE, BE IT
RESOLVED, BY THE SENIOR SENATE AND THE SENIOR ASSEMBLY, JOINTLY, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA AT ITS 2012 REGULAR SESSION, A MAJORITY OF THE MEMBERS VOTING THEREFOR, HEREBY PROPOSES THAT THE GROSS INCOME THRESHOLD FOR THE PARENT DEDUCTION BE INCREASED FROM $3,800 TO $10,000; AND BE IT FURTHER
RESOLVED, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA RESPECTFULLY MEMORIALIZES THE CONGRESS AND THE PRESIDENT TO ENACT APPROPRIATE LEGISLATION THAT WOULD ADDRESS THE CONCERNS SET FORTH IN THIS MEASURE; AND BE IT FURTHER
RESOLVED, THAT A COPY OF THIS MEASURE BE TRANSMITTED TO THE PRESIDENT AND VICE PRESIDENT, THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, THE CHAIRPERSONS OF THE HOUSE AND SENATE COMMITTEES ON AGING, AND TO EACH SENATOR AND REPRESENTATIVE FROM CALIFORNIA IN THE CONGRESS OF THE UNITED STATES.
