LEGISLATIVE COUNSEL’S DIGEST

SP 2: SENIOR CARE PROGRAMS.

UNDER EXISTING LAW, VARIOUS PROGRAMS TO AID SENIORS ARE FUNDED, AT LEAST IN PART, BY STATE MONIES. THESE PROGRAMS INCLUDE MULTIPURPOSE SENIOR SERVICES PROGRAMS, LONG-TERM CARE OMBUDSMAN COMMUNITY-BASED SERVICE PROGRAMS, CAREGIVER RESOURCE CENTER PROGRAMS, AND ADULT DAY HEALTH CARE PROGRAMS.

THIS MEASURE WOULD MEMORIALIZE THE LEGISLATURE TO ENACT AND THE GOVERNOR TO SIGN LEGISLATION THAT WOULD CONTINUE TO FULLY FUND THE OPERATIONS OF THESE PROGRAMS.

VOTE: MAJORITY.

 

SP 2: RELATING TO SENIOR CARE PROGRAMS

WHEREAS, THE CALIFORNIA LEGISLATURE IS A DULY ELECTED BODY REPRESENTING CALIFORNIA SENIORS FROM CALIFORNIA’S 33 PLANNING SERVICE AREAS; AND

WHEREAS, SENIOR ADULTS IN CALIFORNIA HAVE CONTRIBUTED TO THE STATE OF CALIFORNIA FOR THE DEVELOPMENT AND OPERATION OF PROGRAMS TO BENEFIT CALIFORNIANS IN THEIR SENIOR YEARS; AND

WHEREAS, THESE SENIORS HAVE ALREADY INVESTED IN THE STATE OF CALIFORNIA IN ORDER TO ENJOY AND HAVE ACCESS TO PROGRAMS THAT ARE INTENDED TO SUPPORT INDEPENDENT LIVING AT LESS EXPENSE TO THE STATE OF CALIFORNIA; AND

WHEREAS, THE GOVERNOR AND LEGISLATURE HAVE ATTEMPTED TO BALANCE THE CALIFORNIA STATE BUDGET ON THE BACKS OF SENIORS BY REDUCING OR ELIMINATING THOSE PROGRAMS THAT BENEFIT SENIORS; NOW, THEREFORE, BE IT

RESOLVED, BY THE SENIOR SENATE AND THE SENIOR ASSEMBLY, JOINTLY, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA AT ITS 2010 REGULAR SESSION, A MAJORITY OF THE MEMBERS VOTING THEREFOR, HEREBY PROPOSES THAT THE LEGISLATURE ENACT AND THE GOVERNOR SIGN LEGISLATION THAT WOULD CONTINUE TO FULLY FUND THE OPERATIONS OF THE MULTIPURPOSE SENIOR SERVICES PROGRAMS, LONG-TERM CARE OMBUDSMAN, COMMUNITY-BASED SERVICE PROGRAMS, CAREGIVER RESOURCE CENTER PROGRAMS, AND ADULT DAY HEALTH CARE PROGRAMS; AND BE IT FURTHER

RESOLVED, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA RESPECTFULLY MEMORIALIZES THE LEGISLATURE AND THE GOVERNOR OF THE STATE OF CALIFORNIA TO ENACT APPROPRIATE LEGISLATION THAT WOULD ADDRESS THE CONCERNS SET FORTH IN THIS MEASURE; AND BE IT FURTHER

RESOLVED, THAT A COPY OF THIS MEASURE BE TRANSMITTED TO THE PRESIDENT PRO TEMPORE OF THE SENATE, THE SPEAKER OF THE ASSEMBLY, AND THE GOVERNOR OF THE STATE OF CALIFORNIA.
