SFP 1: PUBLIC HOUSING PREFERENCE FOR SENIOR VETERANS.
UNDER EXISTING LAW, THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ADMINISTERS FEDERAL AID TO LOCAL HOUSING AGENCIES THAT MANAGE HOUSING FOR LOW-INCOME AND ELDERLY RESIDENTS AT RENTS THEY CAN AFFORD THIS PROGRAM IS KNOWN AS THE PUBLIC HOUSING PROGRAM. EXISTING LAW PROVIDES THAT INDIVIDUALS MUST APPLY FOR PUBLIC HOUSING AND ARE GIVEN ASSISTANCE BASED ON ELIGIBILITY AND AVAILABILITY OF HOUSING. UNDER EXISTING LAW, A HOUSING AGENCY DETERMINES ELIGIBILITY BASED ON THE APPLICANT’S ANNUAL GROSS INCOME, WHETHER THE APPLICANT QUALIFIES AS ELDERLY, A PERSON WITH A DISABILITY, OR AS A FAMILY, AND WHETHER THE APPLICANT HAS UNITED STATES CITIZENSHIP OR ELIGIBLE IMMIGRATION STATUS.
THIS MEASURE WOULD MEMORIALIZE THE CONGRESS AND THE
PRESIDENT TO ENACT LEGISLATION THAT WOULD GIVE PREFERENCE FOR PUBLIC HOUSING TO
ELIGIBLE SENIORS WHO ARE HONORABLY DISCHARGED VETERANS.

WHEREAS, MANY SENIORS AND LOW-INCOME FAMILIES APPLY FOR PUBLIC HOUSING ASSISTANCE EVERY YEAR AND PUBLIC HOUSING IS OFTEN ASSIGNED THROUGH A LOTTERY SYSTEM; AND
WHEREAS, THE DEMAND FOR PUBLIC HOUSING ASSISTANCE OFTEN EXCEEDS THE LIMITED RESOURCES AVAILABLE TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, AND WA1TLISTS AND LONG WAITING PERIODS ARE COMMON; AND
WHEREAS, ELIGIBLE SENIORS WHO ARE HONORABLY DISCHARGED VETERANS SHOULD BE GIVEN PREFERENCE FOR FEDERAL PUBLIC HOUSING FOR BOTH THE LOTTERY SYSTEMS AND WAITLISTS; NOW, THEREFORE, BE IT
RESOLVED, BY THE SENIOR SENATE AND THE SENIOR ASSEMBLY, JOINTLY, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA AT ITS 2010 REGULAR SESSION, A MAJORITY OF THE MEMBERS VOTING THEREFOR, HEREBY PROPOSES THAT LEGISLATION BE ENACTED THAT ESTABLISHES PRIORITY FOR HONORABLY DISCHARGED SENIOR VETERANS WHO ARE ELIGIBLE FOR FEDERAL PUBLIC HOUSING; AND BE IT FURTHER
RESOLVED, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA RESPECTFULLY MEMORIALIZES THE CONGRESS AND THE PRESIDENT TO ENACT APPROPRIATE LEGISLATION THAT WOULD ADDRESS THE CONCERNS SET FORTH IN THIS MEASURE; AND BE IT
FURTHER RESOLVED, THAT A COPY OF THIS MEASURE BE
TRANSMITTED TO THE PRESIDENT AND THE VICE PRESIDENT, THE SPEAKER OF THE HOUSE OF
REPRESENTATIVES, THE CHAIRPERSONS OF THE HOUSE AND THE SENATE COMMITTEES ON
AGING, AND TO EACH SENATOR AND REPRESENTATIVE FROM CALIFORNIA IN THE CONGRESS OF
THE UNITED STATES.
