SFP 3: MEDICAID FUNDING FOR VETERANS
UNDER EXISTING LAW, THE FEDERAL MEDICAID PROGRAM IS ADMINISTERED BY EACH STATE. CALIFORNIA’S VERSION OF THIS PROGRAM IS THE MEDI-CAL PROGRAM.
THIS MEASURE WOULD MEMORIALIZE THE CONGRESS AND THE PRESIDENT OF THE UNITED STATES TO ENACT LEGISLATION THAT WOULD REVISE THE FEDERAL MEDICAID PROGRAM TO PERMIT STATES TO INCREASE ELIGIBILITY AND PROVIDE ADDITIONAL SERVICES IN A WAY THAT WILL ENABLE SENIORS AND OTHER LOW INCOME INDIVIDUALS WHO ARE WITHOUT PRIVATE HEALTH CARE COVERAGE AND WHO DO NOT QUALIFY FOR COVERAGE UNDER THE CURRENT MEDICAID AND OTHER PUBLICITY FUNDED PROGRAMS, TO OBTAIN THE SERVICES THEY NEED.

SFP 3: RELATING TO MEDICAID
WHEREAS, EVERY STATE PROVIDES HEALTH CARE SERVICES TO LOW INCOME INDIVIDUALS, INCLUDING SENIORS, PURSUANT TO THE FEDERAL MEDICAID PROGRAM; AND
WHEREAS, THE STATE MEDI-CAL PROGRAM IS FUNDED THROUGH MATCHING FUNDS FROM THE FEDERAL MEDICAID PROGRAM AND STATE FUNDS; AND
WHEREAS, A PRINCIPAL COMPONENT OF THE MEDICAID AND MEDI-CAL PROGRAMS IS THE PROVISION OF LONG-TERM CARE ALTERNATIVES TO SENIORS; NOW, THEREFORE, BE IT
RESOLVED, BY THE SENIOR SENATE AND THE SENIOR ASSEMBLY, JOINTLY, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA AT ITS 2009 REGULAR SESSION, A MAJORITY OF THE MEMBERS VOTING THEREFOR, HEREBY PROPOSES THAT THE FEDERAL MEDICAID PROGRAM BE REVISED TO PERMIT STATES TO INCREASE ELIGIBILITY AND PROVIDE ADDITIONAL SERVICES IN A WAY THAT WILL ENABLE SENIORS AND OTHER LOW-INCOME INDIVIDUALS WHO ARE WITHOUT PRIVATE HEALTH CARE COVERAGE AND WHO DO NOT QUALIFY FOR COVERAGE UNDER THE CURRENT MEDICAID AND OTHER PUBLICLY FUNDED PROGRAMS, TO OBTAIN THE SERVICES THEY NEED; AND BE IT FURTHER
RESOLVED, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA RESPECTFULLY MEMORIALIZES THE CONGRESS AND THE PRESIDENT TO ENACT APPROPRIATE LEGISLATION THAT WOULD ADDRESS THE CONCERNS SET FORTH IN THIS MEASURE; AND BE IT FURTHER
RESOLVED, THAT A COPY OF THIS MEASURE BE TRANSMITTED TO THE PRESIDENT AND VICE PRESIDENT, THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, THE CHAIRPERSONS OF THE HOUSE AND SENATE COMMITTEES ON AGING, AND TO EACH SENATOR AND REPRESENTATIVE FROM CALIFORNIA IN THE CONGRESS OF THE UNITED STATES.
