AFP 5: SOCIAL SECURITY CARDS
EXISTING LAW, THE FEDERAL SOCIAL SECURITY ACT, PROVIDES FOR BENEFITS FOR ELIGIBLE BENEFICIARIES, FUNDED PRIMARILY BY FEDERAL PAYROLL TAXES ON WORKERS AND EMPLOYERS. EXISTING LAW REQUIRES THE COMMISSIONER OF SOCIAL SECURITY TO ISSUE A SOCIAL SECURITY CARD TO EACH INDIVIDUAL AND REQUIRES THAT THE CARD BE MADE OF BANKNOTE PAPER, AND TO THE MAXIMUM EXTENT PRACTICABLE, BE A CARD THAT CANNOT BE COUNTERFEITED.
THIS MEASURE WOULD MEMORIALIZE THE CONGRESS AND THE PRESIDENT TO ENACT LEGISLATION THAT WOULD REQUIRE SOCIAL SECURITY CARDS TO BE MADE OF A MORE DURABLE MATERIAL AND TO BE REDESIGNED TO CONTAIN A NONREPRODUCIBLE SYMBOL.

WHEREAS, SOCIAL SECURITY CARDS ARE MADE OF BANKNOTE PAPER; AND
WHEREAS, SOCIAL SECURITY CARDS TEAR VERY EASILY OR ARE OTHERWISE DEGRADABLE; AND
WHEREAS, LAMINATED SOCIAL SECURITY CARDS ARE ALSO NOT ACCEPTABLE; AND
WHEREAS, THE SOCIAL SECURITY ADMINISTRATION LIMITS REPLACEMENT CARDS TO 3 IN A PERSON’S LIFETIME; AND
WHEREAS, SOCIAL SECURITY CARDS CAN BE DUPLICATED WHICH COULD LEAD TO FRAUD OR IDENTITY THEFT; AND
WHEREAS, MODERN TECHNOLOGY IS NOW AVAILABLE TO HAVE SOCIAL SECURITY CARDS MADE OF A MORE DURABLE MATERIAL; AND
WHEREAS, SOCIAL SECURITY CARDS MADE OF A MORE DURABLE MATERIAL WOULD REDUCE THE NEED FOR DUPLICATE CARD REPLACEMENTS AND WOULD ALSO REDUCE THE WEAR AND TEAR THAT SOCIAL SECURITY CARDS NOW RECEIVE DUE TO HAVING TO SHOW THESE CARDS FOR VARIOUS PURPOSES; AND
WHEREAS, SOCIAL SECURITY CARDS ALSO NEED TO CONTAIN
A NONREPRODUCIBLE SYMBOL TO HELP PREVENT IDENTITY THEFT AND TO FUNCTION AS A
FRAUD DETERRENT; AND
WHEREAS, SOCIAL SECURITY CARDS MADE OF A MORE DURABLE MATERIAL AND WITH A NONREPRODUCIBLE SYMBOL WOULD SAVE MONEY IN THE LONG RUN; NOW, THEREFORE, BE IT
RESOLVED, BY THE SENIOR ASSEMBLY AND THE SENIOR SENATE, JOINTLY, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA AT ITS 2008 REGULAR SESSION, A MAJORITY OF THE MEMBERS VOTING THEREFOR, HEREBY PROPOSES THAT SOCIAL SECURITY CARDS SHOULD BE MADE OF A MORE DURABLE MATERIAL AND SHOULD BE REDESIGNED TO CONTAIN A NONREPRODUCIBLE SYMBOL, AND SHOULD BECOME VERIFIABLE THROUGH THE FEDERAL E-VERIFY SYSTEM; AND BE IT FURTHER
RESOLVED, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA RESPECTFULLY MEMORIALIZES THE CONGRESS AND THE PRESIDENT TO ENACT APPROPRIATE LEGISLATION THAT WOULD ADDRESS THE CONCERNS SET FORTH IN THIS MEASURE; AND BE IT FURTHER
RESOLVED, THAT A COPY OF THIS MEASURE BE TRANSMITTED TO THE PRESIDENT AND VICE PRESIDENT, THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, THE CHAIRPERSONS OF THE HOUSE AND SENATE COMMITTEES ON AGING, AND TO EACH SENATOR AND REPRESENTATIVE FROM CALIFORNIA IN THE CONGRESS OF THE UNITED STATES.
