SFP 8: MEDICARE: ADULT DAY HEALTH CARE FUNDING.
UNDER EXISTING LAW, STATE AND LOCAL GOVERNMENTS PROVIDE HEALTH CARE SERVICES TO THE AGED AND DISABLED WITH FEDERAL AND STATE FUNDING.
THIS MEASURE WOULD REQUEST THE CONGRESS AND THE PRESIDENT TO EXPAND MEDICARE SERVICES TO INCLUDE FUNDING FOR UP TO 80 PERCENT OF STATE AND LOCAL ADULT DAY HEALTH CARE.

WHEREAS, LOCAL AND STATE GOVERNMENTS STRUGGLE TO MEET THE NEEDS OF THE ELDERLY AND DISABLED; AND
WHEREAS, MEDICARE IS A FEDERAL HEALTH INSURANCE PROGRAM SPECIFICALLY AIMED AT MEETING THE HEALTH CARENEEDS OF THE ELDERLY AND THE DISABLED; AND
WHEREAS, MANY ADULT DAY HEALTH CARE PARTICIPANTS ARE FRAIL AND ELDERLY WITH MEDICAL, PHYSICAL, AND PSYCHOLOGICAL CHALLENGES; NOW, THEREFORE, BE IT
RESOLVED, BY THE SENIOR SENATE AND THE SENIOR ASSEMBLY, JOINTLY, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA AT ITS 2006 REGULAR SESSION, A MAJORITY OF THE MEMBERS VOTING THEREFOR, HEREBY PROPOSES THAT THE FEDERAL GOVERNMENT EXPAND MEDICARE SERVICES TO INCLUDE FUNDING FOR UP TO 80 PERCENT OF STATE AND LOCAL ADULT DAY HEALTH CARE; AND BE IT FURTHER
RESOLVED, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA RESPECTFULLY MEMORIALIZES THE CONGRESS AND THE PRESIDENT TO ENACT APPROPRIATE LEGISLATION THAT WOULD ADDRESS THE CONCERNS SET FORTH IN THIS MEASURE; AND BE IT FURTHER
RESOLVED, THAT A COPY OF THIS MEASURE BE TRANSMITTED TO THE PRESIDENT AND VICE PRESIDENT, THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, THE CHAIRPERSONS OF THE HOUSE AND SENATE COMMITTEES ON AGING, AND TO EACH SENATOR AND REPRESENTATIVE FROM CALIFORNIA IN THE CONGRESS OF THE UNITED STATES.
