AP 6: SHARED HOUSING PROGRAM.

UNDER EXISTING LAW, THE CALHOME PROGRAM IS INTENDED TO TAKE THE PLACE OF THE SENIOR CITIZENS’ SHARED HOUSING PROGRAM TO PROMOTE SHARED HOUSING FOR THE ELDERLY AND PERSONS WITH DISABILITIES IN ORDER TO ENABLE LOW- AND VERY LOW INCOME HOUSEHOLDS TO BECOME OR REMAIN HOMEOWNERS.

THIS MEASURE WOULD MEMORIALIZE THE LEGISLATURE AND THE GOVERNOR TO ENACT LEGISLATION THAT WOULD PROVIDE A CONTINUING FISCALLY APPROVED FUNDING SOURCE FOR THE PURPOSE OF FUNDING SHARED HOUSING PROGRAMS, WOULD AUTHORIZE CITIES TO FUND SHARED HOUSING PROGRAMS THOUGH THEIR REGIONAL HOUSING NEED ALLOCATION, AND WOULD ALLOW HOUSING AUTHORITIES AND NONPROFIT CORPORATIONS TO PARTICIPATE IN THESE PROGRAMS.

AP 6: RELATING TO SHARED HOUSING PROGRAMS

WHEREAS, THE STOCK OF AFFORDABLE HOUSING IN CALIFORNIA CONTINUES TO FALL BEHIND THE DEMAND, PARTICULARLY FOR SENIORS ON FIXED INCOMES, AND, IN PARTICULAR, THOSE SENIORS TN THE EXTREMELY LOW INCOME LEVELS, THOSE WHOSE INCOME IS 30 PERCENT OR LESS OF AREA MEDIUM INCOME (AMI); AND

WHEREAS, ONE COST-EFFECTIVE SOLUTION TO THIS PROBLEM IS TO PROVIDE FUNDING THAT WOULD ALLOW THE THRIVING SHARED HOUSING PROGRAMS IN CALIFORNIA TO EXPAND THEIR PROGRAMS; AND

WHEREAS, THE SHARED HOUSING PROGRAM REMAINS AN ELIGIBLE CALHOME ACTIVITY BUT IS NOT ELIGIBLE UNDER PROPOSITION 46, THE HOUSING AND EMERGENCY SHELTER TRUST FUND ACT OF 2002, FOR FUNDING; AND

WHEREAS, BECAUSE THE MOST VULNERABLE ELEMENT OF OUR SOCIETY, FIXED-INCOME SENIORS, ARE BEING DISPLACED FROM THEIR HOMES BY CONDOMINIUM CONVERSIONS, GENTRIFICATION OF CURRENT LOW-COST HOUSING AREAS, REDUCTIONS IN HUD FUNDING, AND THE LACK OF AVAILABILITY OF REPLACEMENT HOUSING, SHARED HOUSING PROVIDES A PARTIAL ANSWER TO THIS HOUSING CRISIS; NOW, THEREFORE, BE IT

RESOLVED, BY THE SENIOR ASSEMBLY AND THE SENIOR SENATE, JOINTLY, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA AT ITS 2006 REGULAR SESSION, A MAJORITY OF THE MEMBERS VOTING THEREFOR, HEREBY PROPOSES THAT A CONTINUING FISCALLY APPROVED FUNDING SOURCE BE PROVIDED FOR SHARED HOUSING PROGRAMS; AND BE IT FURTHER

RESOLVED, THAT CITIES BE ALLOWED TO FUND SHARED HOUSING PROGRAMS THROUGH THEIR REGIONAL HOUSING NEED ALLOCATION; AND BE IT FURTHER

RESOLVED, THAT THE HOUSING AUTHORITIES AND NONPROFIT ENTITIES BE ELIGIBLE TO PARTICIPATE IN THESE PROGRAMS; AND BE IT FURTHER

RESOLVED, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA RESPECTFULLY MEMORIALIZES THE LEGISLATURE AND THE GOVERNOR OF THE STATE OF CALIFORNIA TO ENACT APPROPRIATE LEGISLATION THAT WOULD ADDRESS THE CONCERNS SET FORTH IN THIS MEASURE; AND BE IT FURTHER

RESOLVED, THAT A COPY OF THIS MEASURE BE TRANSMITTED TO THE SPEAKER OF THE ASSEMBLY, THE PRESIDENT PRO TEMPORE OF THE SENATE, AND THE GOVERNOR OF THE STATE OF CALIFORNIA.
