AP 19: SENIOR FACILITIES: INFRASTRUCTURE: UPGRADES AND RENOVATIONS.
UNDER EXISTING LAW, VARIOUS BOND ACTS HAVE BEEN SUBMITTED AND APPROVED BY THE VOTERS TO PROVIDE FUNDS FOR SPECIFIED PROJECTS, FACILITIES, AND PROGRAMS, INCLUDING THE CONSTRUCTION OF HIGHWAY AND TRANSPORTATION PROJECTS.
THIS MEASURE WOULD MEMORIALIZE THE LEGISLATURE AND THE GOVERNOR TO ENACT LEGISLATION THAT WOULD STUDY THE INFRASTRUCTURE NEEDS BEING SHAPED BY THE LARGE INCREASE IN SENIORS AND TO INCLUDE, IN SUBSEQUENT INFRASTRUCTURE FUNDING PACKAGES, FUNDING TO UPGRADE AND RENOVATE EXISTING SENIOR FACILITIES, CONSTRUCT NEW SENIOR FACILITIES, AND TO PROVIDE OTHER PROGRAMS TO AID CALIFORNIA SENIORS.

AP 19: RELATING TO SENIOR FACILITIES
WHEREAS, THE STATE OF CALIFORNIA HAS BENEFITTED IN THE PAST FROM THE EFFORTS OF PAST LEADERS WHO FORESAW THE NEED FOR PUBLIC FACILITIES, ROADS, BRIDGES, WATER FACILITIES, SCHOOLS, AND COLLEGES TO SERVE THE STATE’S ECONOMY AND SUPPORT VITAL PUBLIC SERVICES; AND
WHEREAS, THE STATE GOVERNMENT HAS BEEN REMISS IN RECENT DECADES, ALLOWING THE INFRASTRUCTURE NEEDS OF THE STATE TO ACCUMULATE WITHOUT COMMITTING SUFFICIENT FUNDS TO KEEP PACE WITH THE GROWTH AND CHANGING NEEDS OF THE POPULATION; AND
WHEREAS, THE COST OF OUR MASSIVE INFRASTRUCTURE NEEDS RISES EACH YEAR AS LAND AND CONSTRUCTION COSTS INCREASE AND THE BACKLOG KEEPS GROWING; AND
WHEREAS, THE FAILURE TO IN VEST IN PUBLIC INFRASTRUCTURE DISRUPTS OUR ECONOMY BY SLOWING THE MOVEMENT OF GOODS, RESTRICTS AREAS FOR NEW POPULATION TO BUILD AND SETTLE, CRAMPS OUR EDUCATION PROGRAMS FROM KINDERGARTEN TO GRADUATE EDUCATION WITH INADEQUATE AND OUTDATED FACILITIES, AND THREATENS OUR NEIGHBORHOODS WITH NATURAL DISASTERS OR SECURITY FAILURES; AND
WHEREAS, OVER THE YEARS INFRASTRUCTURE IMPROVEMENTS FINANCED BY PUBLIC BONDS PAID BACK OVER TIME HAVE BEEN SHOWN TO BE A SOUND METHOD OF INVESTING IN PUBLIC FACILITIES; AND
WHEREAS, THE LEGISLATURE AND THE GOVERNOR HAVE NEGOTIATED THE LARGEST PUBLIC WORKS BOND PACKAGE IN THE STATE’S HISTORY, A $37 BILLION PACKAGE TO FINANCE TRANSPORTATION, INCLUDING HIGHWAYS, RAIL, BUS AND TRANSIT, PORTS, BRIDGES, AND TRANSPORTATION SECURITY; TO FINANCE EDUCATION, INCLUDING NEW CONSTRUCTION AND REHABILITATION OF PUBLIC SCHOOLS, TECHNICAL FACILITIES, COLLEGES, AND UNIVERSITIES; TO FINANCE NEW HOUSING, INCLUDING AFFORDABLE HOUSING, MULTIFAMILY HOUSING, FARM WORKER’S HOUSING, AND HOME OWNERSHIP ASSISTANCE; AND TO FINANCE FLOOD PROTECTION, INCLUDING LEVEES, BYPASSES, AND STORM FLOOD MANAGEMENT; AND
WHEREAS, THESE BONDS ARE PART OF A LONGER TERM COMMITMENT TO INVEST IN CALIFORNIA’S INFRASTRUCTURE, AS FUNDS ARE AVAILABLE; NOW, THEREFORE, BE IT
RESOLVED, BY THE SENIOR ASSEMBLY AND THE SENIOR SENATE, JOINTLY, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA AT ITS 2006 REGULAR SESSION, A MAJORITY OF THE MEMBERS VOTING THEREFOR, HEREBY CALLS UPON STATE OFFICIALS TO CAREFULLY STUDY THE INFRASTRUCTURE NEEDS BEING SHAPED BY THE LARGE INCREASE IN SENIORS KNOWN AS “BABY BOOMERS” AND TO INCLUDE IN SUBSEQUENT INFRASTRUCTURE PACKAGES FUNDING TO UPGRADE AND RENOVATE EXISTING SENIOR FACILITIES, TO CONSTRUCT NEW SENIOR FACILITIES OR COMMUNITY CENTERS, AS THE LOCAL GOVERNMENT MAY DEEM APPROPRIATE, TO PRIMARILY SERVE OLDER CALIFORNIANS IN THEIR COMMUNITIES, AND TO ADOPT PROGRAMS TO HELP SENIORS WITH THEIR MOBILITY NEEDS; AND BE IT FURTHER
RESOLVED, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA RESPECTFULLY MEMORIALIZES THE LEGISLATURE AND THE GOVERNOR OF THE STATE OF CALIFORNIA TO ENACT APPROPRIATE LEGISLATION THAT WOULD ADDRESS THE CONCERNS SET FORTH IN THIS MEASURE; AND BE IT FURTHER
RESOLVED, THAT A COPY OF THIS MEASURE BE TRANSMITTED TO THE SPEAKER OF THE ASSEMBLY, THE PRESIDENT PRO TEMPORE OF THE SENATE, AND THE GOVERNOR OF THE STATE OF CALIFORNIA.
