SENIOR SENATE FEDERAL PROPOSAL NO. 8

SFP 8:  SOCIAL SECURITY.

UNDER EXISTING LAW, THE SOCIAL SECURITY ACT REQUIRES SOCIAL SECURITY PAYMENTS AND BENEFITS TO BE ADMINISTERED BY THE SOCIAL SECURITY ADMINISTRATION.

THIS MEASURE WOULD MEMORIALIZE THE CONGRESS AND THE PRESIDENT TO ENACT LEGISLATION THAT WOULD PREVENT THE PRIVATIZATION OF THE SOCIAL SECURITY SYSTEM AND TO ENSURE THE CONTINUED SOLVENCY OF THE SOCIAL SECURITY SYSTEM.

SFP 8: RELATING TO SOCIAL SECURITY BENEFITS

WHEREAS, THE PURPOSE OF THE SOCIAL SECURITY ACT OF 1935 IS TO PROVIDE FOR THE ECONOMIC SECURITY OF THIS COUNTRY'S RETIRED SENIOR CITIZENS; AND

WHEREAS, CONGRESS IS CONSIDERING LEGISLATION THAT COULD SHIFT THE BURDEN OF PROVIDING SOCIAL SECURITY BENEFITS FROM THE GOVERNMENT TO INDIVIDUALS; AND

WHEREAS, ENACTMENT OF LEGISLATION THAT WOULD SHIFT THE BURDEN OF PROVIDING SOCIAL SECURITY BENEFITS WOULD HAVE A SIGNIFICANT, ADVERSE IMPACT ON PERSONS THAT ARE RETIRED OR APPROACHING RETIREMENT AGE; NOW, THEREFORE, BE IT

RESOLVED, BY THE SENIOR SENATE AND THE SENIOR ASSEMBLY, JOINTLY, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA AT ITS 2004 REGULAR SESSION, A MAJORITY OF THE MEMBERS VOTING THEREFOR, HEREBY PROPOSES THAT THE PRESIDENT AND THE CONGRESS OF THE UNITED STATES ENACT LEGISLATION THAT WOULD PREVENT THE PRIVATIZATION OF THE SOCIAL SECURITY SYSTEM AND TO ENSURE THE CONTINUED SOLVENCY OF THE SOCIAL SECURITY SYSTEM; AND BE IT FURTHER

RESOLVED, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA RESPECTFULLY MEMORIALIZES THE CONGRESS AND THE PRESIDENT TO ENACT APPROPRIATE LEGISLATION THAT WOULD ADDRESS THE CONCERNS SET FORTH IN THIS MEASURE; AND BE IT FURTHER

RESOLVED, THAT A COPY OF THIS MEASURE BE TRANSMITTED TO THE PRESIDENT AND VICE PRESIDENT, THE SPEAKER OP THE HOUSE OF REPRESENTATIVES, THE CHAIRPERSONS OF THE HOUSE AND SENATE COMMITTEES ON AGING, AND TO EACH SENATOR AND REPRESENTATIVE FROM CALIFORNIA IN THE CONGRESS OF THE UNITED STATES.
