AP 10:  VETERANS HOME.

EXISTING LAW AUTHORIZES THE CONSTRUCTION OF VETERANS' HOMES, INCLUDING A VETERANS' HOME OF CALIFORNIA AT LANCASTER, AND CONTINUOUSLY APPROPRIATES FUNDS, SUBJECT TO THE APPROVAL OF THE DEPARTMENT OF FINANCE, FOR THE FUNDING OF THE CONSTRUCTION OF THE HOMES.

THIS MEASURE WOULD MEMORIALIZE THE LEGISLATURE AND THE GOVERNOR TO ENACT LEGISLATION THAT WOULD REQUIRE THAT THE CONSTRUCTION OF THE VETERANS' HOME AT LANCASTER BEGIN IN THE SECOND QUARTER OF 2005.

AP 10: RELATING TO THE VETERANS' HOME AT LANCASTER

WHEREAS, EXISTING LAW AUTHORIZES THE CONSTRUCTION OF A VETERANS' HOME AT LANCASTER AFTER COMPLETION OF THE CONSTRUCTION OF VETERANS' HOMES AT BARSTOW AND CHULA VISTA; AND

WHEREAS, IN MARCH OF 2000, 62 PERCENT OF CALIFORNIA VOTERS APPROVED PROPOSITION 16, SUPPORTING THE CREATION OF NEW VETERANS' HOMES IN CALIFORNIA.  PROPOSITION 16, THE VETERANS' HOMES AND BOND ACT OF 2000, AUTHORIZED A $50,000,000 BOND ISSUE TO PROVIDE FUNDING TO THE DEPARTMENT OF VETERANS AFFAIRS, INCLUDING FUNDING FOR THE PURPOSE OF DESIGNING AND CONSTRUCTING A VETERANS' HOME AT LANCASTER; AND

WHEREAS, A VETERANS' HOME AT LANCASTER WOULD PROVIDE LONG-TERM HEALTH CARE FOR VETERANS TO LIVE AT THE HIGHEST QUALITY OF LIFE IN AN ATMOSPHERE OF DIGNITY AND RESPECT; AND

WHEREAS, THE VETERANS OF LOS ANGELES COUNTY HAVE BEEN WAITING FOR THE LAST 12 YEARS FOR THE VETERANS' HOME TO BE BUILT IN LANCASTER; NOW, THEREFORE, BE IT

RESOLVED, BY THE SENIOR ASSEMBLY AND THE SENIOR SENATE, JOINTLY, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA AT ITS 2004 REGULAR SESSION, A MAJORITY OF THE MEMBERS VOTING THEREFOR, HEREBY PROPOSES THAT THE CONSTRUCTION OF THE VETERANS' HOME AT LANCASTER BEGIN IN THE SECOND QUARTER OF 2005; AND BE IT FURTHER

RESOLVED, THAT THE SENIOR LEGISLATURE OF THE  STATE OF CALIFORNIA RESPECTFULLY MEMORIALIZES THE LEGISLATURE AND THE GOVERNOR OF THE STATE OF CALIFORNIA TO ENACT APPROPRIATE LEGISLATION THAT WOULD ADDRESS THE CONCERNS SET FORTH IN THIS MEASURE; AND BE IT FURTHER RESOLVED, 

THAT A COPY OF THIS MEASURE BE TRANSMITTED TO THE SPEAKER OF THE ASSEMBLY, THE PRESIDENT PRO TEMPORE OF THE SENATE, AND THE GOVERNOR OF THE STATE OF CALIFORNIA.
