18: MILITARY BASE SENIOR HOUSING
CONVERSION.
UNDER
EXISTING LAW, A LOCAL AGENCY IS REQUIRED PURSUANT TO THE MARKS-FORAN RESIDENTIAL
REHABILITATION ACT OF 1973 TO ANALYZE THE NEED FOR SENIOR CITIZEN HOUSING AND
ADOPT A COMPREHENSIVE RESIDENTIAL REHABILITATION FINANCING PROGRAM PRIOR TO THE
ISSUANCE OF ANY BONDS OR BOND ANTICIPATION NOTES FOR RESIDENTIAL REHABILITATION.
UNDER EXISTING LAW, EACH CITY, COUNTY, AND CITY AND COUNTY IS REQUIRED TO
ADOPT A GENERAL PLAN THAT INCLUDES CERTAIN MANDATORY ELEMENTS, INCLUDING A
HOUSING ELEMENT THAT, AMONG OTHER THINGS, IDENTIFIES AND ANALYZES EXISTING AND
PROJECTED HOUSING NEEDS. THE
DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT, IN EVALUATING A PROPOSED OR
ADOPTED HOUSING ELEMENT FOR CONSISTENCY WITH STATE LAW, MAY ALLOW A CITY OR
COUNTY TO IDENTIFY SITES THAT CONTAIN PERMANENT HOUSING LOCATED ON A MILITARY
BASE UNDERGOING CLOSURE OR CONVERSION IF AVAILABLE FOR OCCUPANCY WITHIN THE
PLANNING PERIOD OF THE ELEMENT.
THIS
MEASURE WOULD MEMORIALIZE THE LEGISLATURE AMD THE GOVERNOR TO ENACT LEGISLATION
THAT WOULD ESTABLISH THE
VOTE:
MAJORITY.

18: RELATING TO MILITARY BASE SENIOR
HOUSING CONVERSION
WHEREAS,
THERE IS A SEVERE SHORTAGE OF AFFORDABLE SENIOR HOUSING; AND
WHEREAS,
MILITARY BASES CONTAIN NUMEROUS HOUSING UNITS OF VARIOUS CONFIGURATIONS; AND
WHEREAS,
THE MILITARY HOUSING UNITS SIT VACANT FOR A TIME PERIOD RANGING FROM MONTHS TO
YEARS UNTIL THE BASES ARE CONVERTED TO PRIVATE SECTOR USE; NOW, THEREFORE, BE IT
RESOLVED,
BY THE SENIOR ASSEMBLY AND THE SENIOR SENATE, JOINTLY, THAT THE SENIOR
LEGISLATURE OF THE STATE OF CALIFORNIA AT ITS 2002 REGULAR SESSION, A MAJORITY
OF THE MEMBERS VOTING THEREFOR, HEREBY PROPOSES THAT A CALIFORNIA TEMPORARY
MILITARY AFFORDABLE HOUSING AUTHORITY BE ESTABLISHED FROM RELATED EXISTING STATE
ORGANIZATIONS AND BE PROVIDED WITH $50,000 IN STARTUP FUNDS IN ORDER TO EXAMINE
AND SELECT HOUSING UNITS ON A DECOMMISSIONED MILITARY BASE FOR USE AS AFFORDABLE
SENIOR HOUSING WITHIN 10 DAYS AFTER THE MILITARY BASE IS DECOMMISSIONED, ARRANGE
FOR THE CLEANING, MAINTENANCE, AND REPAIR OF THE UNITS WITH PAID OR VOLUNTEER
HELP, CONTRACT WITH LOCAL LAW ENFORCEMENT FOR SECURITY SERVICES, SELECT
QUALIFIED TENANTS, NEGOTIATE MONTH-TO-MONTH LEASES THAT SPECIFY THAT A LEASE MAY
BE TERMINATED UPON 90 DAYS' NOTICE TO PERMIT OTHER USES OF THE MILITARY BASE,
AND EVICT TENANTS WHEN APPROPRIATE; AND BE IT FURTHER
RESOLVED,
THAT IN THE EVENT THAT THE BASE HAS ALREADY BEEN DECOMMISSIONED BUT NOT SOLD TO
THE PRIVATE SECTOR, THE EXAMINATION AND SELECTION PROCESS SHALL TAKE PLACE AS
SOON AS POSSIBLE; AND BE IT FURTHER
RESOLVED,
THAT THE SENIOR LEGISLATURE OF THE STATE OF
RESOLVED,
THAT A COPY OF THIS MEASURE BE TRANSMITTED TO TEE SPEAKER OF THE ASSEMBLY, THE
PRESIDENT PRO TEMPORE OF THE SENATE, AND THE GOVERNOR OF THE STATE OF
CALIFORNIA.
