AP 17:  POINT-TO-POINT TRANSPORTATION.

UNDER EXISTING LAW, THERE IS NO REQUIREMENT THAT SENIORS HAVE ACCESS TO POINT-TO-POINT TRANSPORTATION.

THIS MEASURE WOULD MEMORIALIZE THE LEGISLATURE AND THE GOVERNOR TO ENACT LEGISLATION TO AUTHORIZE THE DEVELOPMENT OF FOUR REGIONAL TRANSPORTATION SYSTEMS.

AP 17:  RELATING TO POINT-TO-POINT TRANSPORTATION

WHEREAS, THERE ARE INADEQUATE MEANS OF TRANSPORTATION WITHIN THE MEANS OF MANY PEOPLE, IN CALIFORNIA, AND IT IS DESIRABLE TO PROVIDE TRANSPORTATION IN AN ECONOMICAL MANNER IN ORDER TO REDUCE THE BURDEN ON THE GOVERNMENT AND TAXPAYER WHILE PROVIDING A DECENT STANDARD OF LIVING TO AS MANY PEOPLE AS POSSIBLE; AND

WHEREAS, A SUCCESSFUL TRANSPORTATION PROGRAM HAS BEEN INITIATED AND DEMONSTRATED FOR OVER SEVEN YEARS IN PORTLAND, MAINE, AND IT IS DESIRABLE THAT THIS EFFORT BE DUPLICATED WITHIN THE STATE OF CALIFORNIA; AND

WHEREAS, THE MAINE PROGRAM DEMONSTRATES THE FEASIBILITY OF AN ECONOMICAL TRANSPORTATION PROGRAM, BUT MORE IMPORTANTLY IT ESTABLISHES A METHOD OF PROVIDING DATA TO PERMIT ANYONE IN THE STATE TO DEVELOP AND CONDUCT SIMILAR PROGRAMS STATEWIDE THROUGH INDEPENDENTLY OPERATED SYSTEMS FUNCTIONING AS PRIVATE NONPROFIT AGENCIES, IN COOPERATION WITH EXISTING TRANSPORTATION SYSTEMS, WHERE POSSIBLE, AND INDEPENDENTLY WHERE IT IS NOT FEASIBLE TO INTEGRATE WITHIN THE EXISTING FRAMEWORK; AND

WHEREAS, SOME OF THESE TRANSPORTATION SYSTEMS COULD BE TOTALLY URBAN, SOME COULD OPERATE AS JOINT URBAN/SUBURBAN AND SOME COULD BE RURAL ONLY, PERMITTING THE ENTIRE POPULATION OF THE STATE TO LIVE IN A COMFORTABLE LIFESTYLE WITHOUT THE INFUSION OF GOVERNMENT FUNDS, EXCEPT WHERE IT IS DEMONSTRATED TO BE ABSOLUTELY NECESSARY; NOW, THEREFORE, BE IT

RESOLVED, BY THE SENIOR ASSEMBLY AND THE SENIOR SENATE, JOINTLY, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA AT ITS 2002 REGULAR SESSION, A MAJORITY OF THE MEMBERS VOTING THEREFOR, HEREBY PROPOSES THAT A PROGRAM BE IMPLEMENTED TO DO THE FOLLOWING:

(1) TO AUTHORIZE THE DEVELOPMENT OF FOUR REGIONAL TRANSPORTATION SYSTEMS, TO INCLUDE URBAN, SUBURBAN, AND RURAL AREAS, AND TO REQUEST THE BUSINESSES, HOSPITALS, PHYSICIANS, THEATERS AND OTHER AMENITIES IN THE COMMUNITIES WHICH WILL BENEFIT FROM MAINTAINING PEOPLE IN THEIR OWN HOMES TO PROVIDE THE FUNDING NECESSARY TO SUPPORT THIS TRANSPORTATION EFFORT.

(2) TO REQUIRE THE TRANSPORTATION AGENCIES TO CHARGE FEES PROPORTIONAL TO THE SERVICES RENDERED, WHICH WOULD BE ADJUSTED TO REFLECT PROPER ADVANCE RESERVATIONS, IN ADVANCE OF NEED.  THESE FEES WOULD CONFORM WITH LOCAL COSTS AND WOULD BE LOWER, WHERE POSSIBLE, VOLUNTEER HELP OF ALL SORTS WOULD BE RECRUITED FROM AMONG THE USERS OF THE SERVICES AND THEIR RELATIVES AS WELL AS FROM RETIRED AND OTHERWISE AVAILABLE POPULATION, AND WHEN NECESSARY PAID PERSONNEL WOULD BE USED FOR THE CONDUCT OF BUSINESS AND ADEQUATE STAFFING TO ENSURE PROPER MANAGEMENT AND OPERATION.

(3) TO REQUIRE THE STATE OF CALIFORNIA TO MAINTAIN A DATA BASE INDICATING WHAT IS DONE UNDER THIS PROPOSAL, IF IT BECOMES LAW, HOW IT WORKS, WHAT WAS DONE CORRECTLY AND WHERE ERRORS WERE MADE, SO THAT OTHER JURISDICTIONS MIGHT FOLLOW SUIT EASILY AND WITH REASONABLE GUIDANCE, WITHOUT EACH HAVING TO REINVENT THE WHEEL.  THIS INFORMATION WOULD BE PROVIDED TO ANY OTHER JURISDICTIONS WITHIN THE STATE AT NO COST AND OTHERS OUTSIDE THE STATE AT A REASONABLE COST; AND BE IT FURTHER

RESOLVED, THAT THE SENIOR LEGISLATURE OF THE STATE OF CALIFORNIA RESPECTFULLY MEMORIALIZES THE LEGISLATURE AND THE GOVERNOR OF CALIFORNIA TO ENACT APPROPRIATE LEGISLATION THAT WOULD ADDRESS THE CONCERNS SET FORTH IN THIS MEASURE; AND BE IT FURTHER RESOLVED THAT A COPY OF THIS MEASURE BE TRANSMITTED TO THE SPEAKER OF THE ASSEMBLY, THE PRESIDENT PRO TEMPORE OF THE SENATE, AND THE GOVERNOR OF THE STATE OF CALIFORNIA.
